The West Philippine Sea Reached the Highest Diplomatic Level

Diplomats from two (2) global superpowers convene to discuss strategic interests in the West Philippine Sea amid geopolitical tensions.

MANILA, Philippines — Chinese Foreign Minister Wang Yi and US Secretary of State Marco Rubio met on the sidelines of the ASEAN foreign ministers’ meeting in Manila on Wednesday, with talks focused on managing US-China tensions, preparing for a possible visit by Chinese President Xi Jinping to the United States, and the West Philippine Sea and South China Sea issue involving the Philippines and China. ¹

Rubio said the two (2) sides still have major differences, but stressed that their task is to manage them and identify areas of cooperation ahead of what he described as a potentially “very positive” Xi visit, expected in September. Wang, in China’s official readout, called the talks “pragmatic, positive and constructive” and urged both sides to pursue “strategic stability” and “peaceful coexistence.” ¹ ²

The meeting took place against a backdrop of renewed West Philippine Sea and South China Sea tensions, especially after Monday’s confrontation between Chinese and Philippine forces in Ayungin Shoal. Rubio said the incident was “very negative” and “benefited no one,” while the US later condemned China’s “dangerous and aggressive” actions in the area. ¹ ³

Rubio told reporters that the two (2) governments have a responsibility to remove obstacles and translate leader-level consensus into action across both systems. Wang, according to China’s state media and foreign ministry summary, said Washington should respect China’s core interests and avoid “negative words and actions.” ¹

The talks also covered Taiwan and other regional issues, while Rubio said the recent election-interference allegations between Washington and Beijing were not part of the discussion. He added that the United States was still reviewing proposed arms sales to Taiwan because of stockpile and production limits. ¹ ²

Why it matters

The meeting shows that despite deep strategic rivalry, both governments still see value in keeping high-level channels open. That matters because the relationship remains vulnerable to flashpoints involving trade, technology, Taiwan, and maritime disputes in Asia. ⁵

For Southeast Asia, the exchange is also significant because it places ASEAN in the middle of a broader contest over regional security and diplomatic influence. The Philippines, as host of the meeting, was also the most directly affected by the West Philippine Sea and South China Sea tensions raised in the talks.
