MANILA, Philippines — As the Philippines moves toward the 10th anniversary of its landmark South China Sea Arbitral Victory, the National Maritime Council (NMC) has thrown its support behind the Department of Foreign Affairs (DFA) in reaffirming that the 2016 ruling remains final, binding, and anchored in international law. The message lands as a familiar but firm reminder, the West Philippine Sea (WPS) is not just a flashpoint in a distant maritime dispute, but a matter tied to the country’s territorial and economic rights, from Palawan’s seaboard to the waters off Bajo de Masinloc (Scarborough Shoal) and beyond. ¹

Manila’s legal line

The council said the country’s position is “clear and consistent,” citing the 1982 United Nations Convention on the Law of the Sea and the arbitral award that backed Manila’s claims in the West Philippine Sea. It added that the award clarified maritime entitlements, rejected claims inconsistent with UNCLOS, and underscored states’ duty to protect the marine environment. The ruling is not a relic of the past but a legal anchor that continues to shape policy at sea.

Anniversary pressure

The timing matters, the ruling will mark its 10th anniversary next month, placing renewed attention on how Manila frames its maritime rights as tensions with Beijing persist. The NMC also reiterated that the Philippines will keep pursuing diplomacy while defending its lawful maritime interests, a posture that reflects both restraint and resolve. In effect, the government is pairing a legal argument with a political one: the award may be ignored by China, but it has not been erased from the international record. ²
