Japan Deepens Ties with Vietnam in Updated Indo-Pacific Strategy Amid China Tensions

Japan's Prime Minister Sanae Takaichi visited Hanoi last weekend to announce an refreshed regional strategy, signaling Tokyo's heightened focus on Southeast Asia as U.S.-China rivalry escalates. ¹ During her meeting with Vietnamese Prime Minister Le Minh Hung on Saturday, the leaders witnessed the signing of six (6) cooperation agreements covering disaster-resilient rural development, climate-resilient infrastructure, and satellite data exchange. ¹ ²

This outreach builds on the Japan-Vietnam "Comprehensive Strategic Partnership," which both nations aim to strengthen. They committed to boosting Japanese investment in Vietnam to $5 billion annually and bilateral trade to $60 billion by 2030, per Vietnam’s Foreign Ministry statement. Last year, trade topped $50 billion for the first time, with Japan ranking among Vietnam’s top foreign investors. ² ³

Shared worries over China’s assertiveness in the East and South China Seas underpin the partnership. Takaichi and Hung agreed to ramp up collaboration on rare earths, critical minerals, AI, semiconductors, and space tech, key to Japan’s efforts to diversify supply chains away from Chinese dominance. ¹

Takaichi pledged $10 billion to aid Asian partners in securing energy and resilient supply chains, battered by Middle East conflicts. Initial funding targets crude oil procurement for Vietnam’s Nghi Son Refinery and Petrochemical Complex, Tokyo announced. ³ ⁴

The Hanoi trip kicked off a broader diplomatic blitz, Takaichi headed to Australia Sunday-Monday, while Defense Minister Shinjiro Koizumi toured Indonesia and the Philippines May 3-7, culminating in a new defense pact with Indonesia. ² ⁴

Saturday’s centerpiece was Takaichi’s unveiling of Japan’s updated Free and Open Indo-Pacific (FOIP) strategy at Vietnam National University. “In this region... I am reaffirming my resolve to fulfill Japan’s role... in building an international order based on freedom, openness, diversity, inclusivity and the rule of law,” she declared. ² ³ ⁴

The revamped FOIP prioritizes three (3) pillars, Artificial Intelligence- and data-era economic infrastructure; public-private growth initiatives; and bolstered security ties.³ ⁴
