Akbayan on April 12, 2016 urged Congress to fast-track the passage of a proposed legislative measure that seeks to institutionalize West Philippine Sea (WPS) education within the Philippine basic education curriculum. The proposal aims to integrate structured instructional content on the country’s maritime entitlements, historical context, and legal foundations, particularly those anchored in international law. The initiative is framed as a response to growing concerns over misinformation and limited public understanding of maritime territorial issues. ¹
Central to the proposal is the incorporation of the 2016 Arbitral Award under the 1982 United Nations Convention of the Law of the Sea (UNCLOS), which invalidated excessive maritime claims inconsistent with Philippine sovereign rights. The measure likewise calls for the Department of Education (DepEd) to develop standardized learning materials in coordination with relevant agencies to ensure accuracy, contextual balance, and pedagogical appropriateness. Legislators supporting the bill argue that strengthening maritime literacy among students is essential in fostering informed civic engagement and reinforcing national awareness of territorial rights.
From a policy perspective, the proposed WPS education bill represents a form of strategic civic education, where schooling is used as a mechanism to strengthen national identity and legal awareness regarding maritime entitlements. Its primary strength lies in its potential to institutionalize consistent public understanding of complex geopolitical issues, thereby reducing susceptibility to misinformation and enhancing long-term civic literacy. ¹
However, the effectiveness of the measure will depend significantly on curricular design and implementation quality. If not carefully developed, there is a risk of oversimplification or politicization of content, which could affect educational neutrality. Ensuring the instructional materials remain balanced, evidence-based, and aligned with international legal frameworks will be essential to maintaining academic credibility. Further, while the bill may enhance awareness among future generations, its immediate impact on territorial disputes and foreign policy dynamics is likely indirect. Its value is therefore primarily long-term, contributing to sustained national consciousness rather than immediate diplomatic outcomes.
