President Ferdinand Marcos Jr. announced that Southeast Asian leaders unanimously agreed on the principle of a shared oil reserve and an interconnected power grid amid the ongoing global oil crisis triggered by Middle East conflicts.¹ ² ¹³ Speaking at a press conference following the 48th ASEAN Summit in Cebu on May 8, 2026, President Marcos emphasized the urgent need for these measures but noted that operational details remain unresolved.¹ ³ ¹⁴ ¹⁵ ¹⁶


The 48th ASEAN Summit, hosted by the Philippines in Lapu-Lapu City, Cebu, from May 7-8, 2026, prioritized energy security, food security, and citizen protection in response to external shocks.⁴ ⁵ Leaders issued a joint statement expressing concern over the Middle East crisis, which has disrupted fuel supplies for the region, where ASEAN imports about 66% of its crude oil, and called for activating fuel-sharing mechanisms.⁶ ⁷ ¹² Discussions built on existing frameworks like the ASEAN Petroleum Security Agreement (APSA) and the ASEAN Power Grid (APG), aiming for faster ratification and implementation.³ ⁸ ¹¹


President Marcos further clarified that while the "idea and principle" of a regional fuel reserve, covering crude oil to refined products like jet fuel, gained immediate consensus, mechanics such as location, contributions, and timelines are pending energy ministers' meetings.¹ ² On the power grid, he highlighted progress in advancing the APG for cross-border electricity trade and integration by 2045, stressing "everything is as soon as possible" despite varying national ratification schedules. ³ ⁹ He assured updates would follow once specifics emerge, underscoring ASEAN's vulnerability to energy disruptions.¹ ¹⁰


These proposals mirror ASEAN's emergency rice reserve model and seek to enhance resilience through diversification, renewables, and grid connectivity.⁷ ⁸ The initiatives address immediate fallout from the oil crisis while advancing long-term goals like a fully integrated power market under programs such as the ASEAN Power Grid Advancement Programme (APG-AP), launched in 2023.¹¹ No firm operational dates were set, reflecting the complexity of multilateral coordination.¹ ³
